ARC’s Comments on BBC1 Panorama Programme The Abuse Exposed: 1 June 2011

The Association for Real Change (ARC), an umbrella organisation of service providers for people with a learning disability, condemns the care regime and culture of systemic abuse by the staff, depicted on Tuesday evening’s Panorama programme. We acknowledge the courage of the people who have lived in such an environment and support the statement made by Jim Mansell during the programme that most people with a learning disability are able to live successfully in their local communities.

All ARC members are required to sign a code of practice which promotes best practice and high quality support for people with a learning disability.  The code has at it’s heart the belief that the promotion of choice, rights, independence, privacy, dignity and fulfilment for people with a learning disability is the foundation of any good service.

In order to enable members to achieve this we offer a range of support, qualifications and projects which promote best practice. These include the ARC Active Support Practice Development Service, which promotes a proven model of support that aims to bridge the gap between theory and practice in developing real person-centred approaches and is particularly successful when supporting people with complex needs and behaviours which challenge.

It is our belief that despite the current funding constraints, no individual with a learning disability should ever experience a life such as that depicted on the programme.
